kdebase-workspace-dev software package provides transitional package for kde-workspace-dev, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kdebase-workspace-dev
kdebase-workspace-dev is installed in your system.
Make ensure the kdebase-workspace-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep kdebase-workspace-dev *
You will get with kdebase-workspace-dev package name, version, architecture and description in a table
